Obstacles Continue for Aid Distribution in Northern Gaza In Spite Of Truce

While the border entry point with Egypt starts functioning soon, relief agencies confront substantial challenges providing supplies to Gaza City, the region hardest impacted by starvation, analysts state.

Infrastructure Problems

Primary highways are almost impassable due to massive destruction across the conflict-affected area – or remain occupied by security personnel. Any transport that malfunctions is almost certainly immediately stripped.

Zikim, the key gateway to the north, devastated by two years of conflict, has been shut down for many days, and authorities have told aid groups in Gaza that there are no immediate plans to open the entry location, according to humanitarian staff.

Destruction in Gaza City

Gaza City was the objective of a major Israeli offensive begun in August that was ongoing when the ceasefire deal was signed last week.

Damage in the northern area has been massive, with whole settlements including urban centers and Beit Hanoun in ruins as well as many of the surrounding regions of the urban center.

"Any activation of a border point into Gaza is welcome, but we need to make sure we can help civilians where they are," stated an experienced official from an international NGO.

Aid Situation

Witnesses said many of the approximately 300,000 people who have returned to the north from the overcrowded coastal zone where they had been sheltering during the military operations were now "living" among the debris of their homes, often without any protection and with insufficient nutrition or hydration.

An official from an international organization said the destruction in the northern territories was "overwhelming".

"There is neighborhood after neighborhood, structure after structure ... there is urgent requirement for clean water. It's pretty harrowing. We require all the crossings functioning," the representative, who was in the northern city in recent days, stated.

Limited Entry

A local director working from the northern city said the needs in what used to be the area's thriving business and community focal point were "overwhelming".

"We see this optimism and hope but there needs to be quick improvement on the access routes. There has been no any significant change on the ground yet," the official stated.

"There remains a very limited amount of aid [and] we are just beginning to grasp the degree of damage. So many streets are just full of ruins ... there is scarcely a building that is safe. There is damage and unexploded bombs everywhere."

Ongoing Developments

On Saturday, humanitarian organizations said small quantities of essential fuel reached Gaza for the first time in seven months, along with shipments of wheat, rice and farm products. The additional resources sent prices in markets tumbling.

Within a central community, a community member said there had been some improvement since the peace agreement.

"The markets are full of supplies, vegetables, and fruits, although the prices are still high and not accessible for the entire population," the individual stated.

Cold Season Preparations

"The crucial necessities now, specifically due to the coming of the cold season, are to have a shelter to keep us safe from the low temperatures and winter clothes because the markets do not have adequate garments for us or, if they can be found, they are very few and extremely pricey."

Multiple UN-supported bread-making centers in various locations have begun working again since the truce.

Aid Distribution

Transport were reported to have entered the border access point from Israel to Gaza during Wednesday, though precise counts were unknown.

The country's news organization reported that Wednesday's aid deliveries would include edible goods, medical supplies, energy sources, cooking gas and materials to fix essential services.

"Assistance resources keeps coming into the conflict region through the border access point and additional routes after Israeli security inspection," an government spokesperson stated.

Distribution Problems

But monitoring the number of trucks could be inaccurate, advised a professional from a humanitarian organization. "We need to know the contents of the vehicles and their capacity levels for it to be a really meaningful metric," the official said.

Business entities are sending convoys of trucks loaded with confectionery, fizzy drinks and snacks, which have poor dietary quality, while critical care for minors or people who have lacked adequate food for multiple years are limited.

Healthcare Status

Throughout the main city, only few medical centers are operating, compared with numerous in summer.

Numerous organizations have substantial resources worth of supplies stockpiled around Gaza pending distribution. A UN agency assisting the population across the territory for decades has multiple months of supplies of sustenance for the entire population in place to be transported.

"We have the supplies, the equipment and the capabilities ... we just need the entry," said one aid worker, recently returned from Gaza.

Governmental Considerations

A proposed plan specifies that "complete" assistance should be delivered to Gaza and be provided through the UN and humanitarian networks, without disruption from either combatant organizations or government forces.
